You can choose to either:
 

1. Emphasise some facts in your New Plan and direct attention away from other facts, or
2. Avoid mentioning your New  Plan at all, by
3. Telling your questioner that there is still just 1 Plan - not 2 Plans, and
4. Emphasise that the Council Plan and your Plan are one and the same.

Clue: Your spin doctor says that planning issues are complex, and plans and maps are hard to read. It is often easier to simply give the media and the public the wrong map 'by mistake', than it is to waste time and effort in camouflaging a lot of complicated sign posts and planning details that may come back to haunt you.
